25,600 square feet of office space at Victory Point

The Federal Reserve Bank of Richmond plans
to erect a parking deck on 2.3 acres of land on East
Byrd Street. The Fed bought the land from Ethyl
Corp. in December. The deck will have room for
1,000 vehicles and will adjoin a seven-acre lot, which
is the site for a planned mixed-use development, Foundry

Guardian Realty Investors LLC, of Washington,
D.C., bought a 92,000-square-foot Class A office building
in Herndon from UBS Realty Investors for $24 million.
The four-story, building, at 950 Herndon Parkway, is

MorganFranklin Corp., a Northern Virginia technology
company, is moving its headquarters from Herndon to
Tysons Corner. The company signed a 10-year lease on
28,000 square feet of space in the Pinnacle II Building.
With the move, plans call for hiring an additional

Norfolk will enter into a partnership with Dr.Keith
H. Newby Sr., a Norfolk cardiologist, for development
of a $70 million medical tower across from Sentara
Norfolk General Hospital. To be known as Ghent South
Towers, the structure will feature two towers rising
from a parking deck base. One tower will hold medical
offices, the other either an extended stay hotel,
