Carroll’s Foods, a subsidiary of pork producer Smithfield
Foods Inc., agreed to pay Virginia a $39,000
penalty for environmental violations at its Isle
of Wright County and Sussex County facilities. It
was the first significant fine for Carroll’s Foods
since 2000. The bulk of the fine will be spent on
new controls of watery hog wastes at the two operations. (The

C.B. Fleet Co. Inc., a Lynchburg-based producer
of cosmetics, will do business as Fleet Laboratories rather
than Fleet Pharmaceuticals. The name change reflects
the change in the company’s business emphasis, from
over-the-counter drugs to cosmetics and toiletries. (The

Virginia Business Bank received approval as
a state-chartered bank from the State Corporation
Commission. The bank, while offering consumer-banking
services, will target commercial customers borrowing
for real estate development and other business expansion
