Elantic
Telecom, an affiliate of Richmond-based
Cavalier Telephone that provides wholesale
telecommunications services, filed for bankruptcy.
The company, formed this year to acquire Dominion
Telecom and its 8,000-mile fiber-optic network,
plans to conduct business while reorganizing
and cutting costs. (7/22/04, Richmond Times-Dispatch)
The General Services Administration
informed CACI International Inc., an
Arlington defense contractor, that it wouldn’t
be excluded from federal contracts because it
used an information technology contract to provide
interrogators for the Army in Iraq. However,
the GSA left open the issue of possible conflict
of interest because of the company’s role in
preparing language for its contract describing
work to be performed in Iraq. (7/8/04, The

Nextel Communications Inc.
of Reston received clearance from the Federal
Communications Commission to acquire airwave
frequencies the wireless phone company had sought.
In exchange, Nextel must give up airwaves it
currently uses and also must cover the cost
of moving communications systems for thousands
of local emergency responders to new frequencies.
The total cost of the deal would be at least
